Functions of the Committee

The Committee shall have six (6) Members with the following functions:

  1. To consider and report to Parliament on all matters referred to it, as provided for by;
    • The Standing Orders
    • The Parliament
    • The Minister
    • On its own initiative
    Consider any matter of national importance within its jurisdiction and functions and report thereon to Parliament in accordance with the Permanent Parliamentary Committee Act, and
  2. To report on the functions of the Ministry as are determined by a resolution of Parliament from time to time.
  3. The Parliament shall not proceed with a matter referred to the Committee until;
    • A report has been made to Parliament as required under Section 18 of the Permanent Parliamentary Committee Act; and
    • The Parliament has made a resolution on the report as required by Section 19 of the Permanent Parliamentary Committee Act.
  4. Where the Committee has failed to report to Parliament within seven sitting days, the Parliament may, by resolution, order that the matter be dealt with forthwith.
  5. The quorum of the Committee shall be four, one of whom shall be the Chairman, or the Deputy Chairman.
  6. The Chairman and Deputy Chairman of the Committee shall have full access to the Minister having responsibilities relevant to the jurisdiction and functions of the Committee and by arrangement with the Minister, to the head of the Minister’s Department and are entitled to be briefed and consulted on major policy issues.
  7. The Committee shall have power to send for persons, papers and records, and to meet from place to place and to act during recess.
